FTA Procurement from Start to Finish

This course offers a practical guide for compliant third-party contracting. We offer an introductory course “Procurement Essentials for FTA Recipients” (one 3-hour session) and an in-depth option, “Procurement for FTA Recipients” (four 3-hour sessions on separate days).

What You will Learn:

Procurement requirements that apply to FTA recipients and subrecipients; What must be included in a compliant procurement system; What is new in FTA’s procurement circular 4220.1G. Participants will review their procurement manual against a compliance checklist and develop a list of items to update.

Methods, Thresholds, and Independent Cost Estimate

What You Will Learn:

The conditions that support a micro-purchase, small purchase, sealed bid, competitive proposal, and non-competitive award. Participants will select methods for six procurements, write the justification each one requires, and prepare and independent cost estimate from a scenario package.

Procurement Administration

What You Will Learn:

Oversight after award; modifications and options; Maintaining a comprehensive procurement file; Participants audit a deficient file, write the findings, and review the proposed revision to 2 CFR Part 200 and what applies to their awards.

Procurement Foundations

Price, Profit, and Clauses

What You Will Learn:

Price reasonableness; The conditions that require cost analysis and profit negotiated as a sperate element of price; Participants will work through a proposal with a defective cost build up and assemble the federal clause sets for three contracts of different values.‍ ‍
